Message to U.S. Citizens – U.S. Embassy Chisinau, Moldova (June 1, 2020)

Location: Republic of Moldova

Event: The airport in Chisinau remains closed.  Until commercial flights resume, Moldova has announced several charter flights to European locations.  Moldova announced flights for the period through June 28 on the Civil Aviation Authority (CAA) website.

If you are a U.S. citizen, it might be possible to depart Chisinau to a European airport with connecting flights to the United States.  We understand that the flights to Dublin, Paris CDG, Frankfurt, and London Stansted would permit a U.S. citizen to transit to the United States.  To book a ticket on any flight, please purchase a ticket online at or or contact Air Moldova or FlyOne with questions.

Please note that these flights, as all commercial flights worldwide given current conditions, could be cancelled with little or no notice, and we therefore recommend that you make sure that all your travel arrangements are refundable.  The U.S. Embassy has no other information on these flights other than what the CAA has announced.  You must conduct your own research on connecting flights and overnight accommodations.

The United Kingdom is scheduled to start a mandatory quarantine on June 8.  This quarantine could affect your ability to transfer airports in the United Kingdom and the number of onward international flights available.  Please refer to the website of the U.S. Embassy in London and the website of the British government for travel information during COVID-19.

This information is provided to facilitate opportunities to depart Moldova and eventually return to the United States.  We recommend that you check with your airline or travel agent regularly for the most current information on your flight.


U.S. citizens are currently permitted to transit Dublin (DUB) airport only with a direct, onward flight to the United States.  We do not have information if LPRs can transit Ireland.  Non-U.S. citizens should contact Irish immigration or their own Embassy in Dublin directly for more information.

Travelers are not permitted to leave the Dublin airport or they will be subject to two week mandatory quarantine in Ireland.  Dublin offers flights to Chicago, New York, and Boston.  Travelers must book directly through the airlines before departure from the point of origin.  There is a chance Irish immigration might allow a transiting passenger to stay at one of the hotels on the airport property, the Radisson Blu Airport and the Carlton Airport hotels.  Exiting the airport to stay at these hotels would be at the discretion of the Irish Immigration authorities and transiting passengers can go nowhere else other than the hotel.  Travelers should contact the hotels directly about booking, as the Irish government has put in place strict limitations about hotel stays.

Food and other services in the transit areas at all airports will be limited.  Passengers should be prepared to be self-sufficient during their transit.  Please refer to the U.S. Embassy Dublin website for more information.


Stansted Airport is located 70km northeast of Central London and does not offer flights to the United States.  Currently, most public transportation and shuttles in the UK are not operating but there is limited train service or Uber/taxi service; passengers need to confirm that they can take the train to London Heathrow Airport.  For a list of hotels and transfer information, please visit the U.S. Embassy in London’s COVID-19 website. If you need to contact the U.S. Embassy in London while transiting, visit their website or dial (0)20-7499-9000 for emergencies involving U.S. citizens.

We have been informed that U.S. citizens and permanent residents (LPRs) should be able to transit the United Kingdom if they are in possession of a valid flight ticket to depart within 24 hours. If you are not a U.S. citizen, we cannot determine your visa requirements to transit the United Kingdom. You should contact your country’s embassy in the United Kingdom for assistance or refer to this website for information on U.K. visa requirements.

Paris CDG:

U.S. citizens are currently permitted to transit Paris Charles de Gaulle (CDG) airport only with a direct, onward flight to the United States. Travelers are not permitted to leave the international zone and will not be admitted to France. Air France has one flight to the United States every day except Tuesday, alternating between New York JFK and Los Angeles LAX. Travelers must book directly through Air France before departure from the point of origin. All travelers to France must have with them upon arrival a completed international traveler certificate. It is available on the U.S. Embassy Paris website.

Food and other services in the transit area at CDG are limited to vending machines. Passengers must be prepared to be self-sufficient during their transit. Please refer to the U.S. Embassy Paris website for more information.


Travelers may not leave the airport.  Travelers in transit status are not permitted to enter Germany for any period, even to stay at hotels in the vicinity of the airport and are advised to plan travel accordingly.  The only hotel at the Frankfurt Airport permissible for an air transit traveler to use is the MyCloud transit hotel, located within the airport’s transit zone.  This is a very small hotel and is seeing extraordinarily high demand.  Transit travelers should not presume they will be able to book a room in this hotel on short notice.

Travelers arriving on a Moldovan charter flight to Frankfurt will likely not be able to check their bag through to their final destination and must reach out to their connecting airline to facilitate baggage transfer.  Passengers are not permitted to leave the transit area to access baggage claim without special exceptions.  In Frankfurt, visit the Consulate General’s website, email , or call (069) 7535-2102.  Travelers with questions about entering Germany can contact the German Federal Police hotline at 0800 6 888 000.

If you decide to take these flights, we request that you notify us at so that we can notify the U.S. Embassies in the country you will transit.

The U.S. Embassy cannot guarantee that these flights will depart as scheduled.  Flights that do not sell enough tickets are subject to cancellation.  If you choose to pursue this option to depart, we encourage you to make refundable onward travel arrangements.

The U.S. Embassy in Chisinau continues to operate but has suspended visa services.  The Consular Section remains open for American Citizen Services.

The Department of State has issued a Global Level 4 Health Advisory advising U.S. citizens to not travel abroad due to the global impact of COVID-19.
