Message to U.S. Citizens – U.S. Embassy Chisinau, Moldova (May 20, 2020)

Event: The Government of Moldova recently announced that the airport will remain closed to commercial flights, but it will review the airport status in late May. We recommend that you check with your airline or travel agent regularly for the most current information on your flight.
If you are a U.S. citizen or Legal Permanent Resident, it might be possible to depart the United States on recently announced special commercial charter flights offered by Air Moldova. Air Moldova announced last night that it will offer limited flights to European locations this weekend. We understand that the flights to Dublin and London Stansted would permit a U.S. citizen to transit to the United States. Tickets can be purchased on the Air Moldova website.
Please note that these flights, as all commercial flights worldwide given current conditions, could be cancelled with little or no notice, and we therefore recommend that you make sure that all your travel arrangements are refundable. The U.S. Embassy has no other information on these flights other than what Air Moldova has announced. You must conduct your own research on connecting flights and overnight accommodations.

To book a ticket on any Air Moldova flight, please purchase a ticket online in advance or contact Air Moldova with questions. This information is provided to facilitate opportunities to depart Moldova and eventually return to the United States.
Dublin:
U.S. citizens are currently permitted to transit Dublin (DUB) airport only with a direct, onward flight to the United States. Travelers are not permitted to leave the airport or they will be subject to two week mandatory quarantine in Ireland. Dublin offers flights to Chicago, New York, and Boston. Travelers must book directly through the airlines before departure from the point of origin. There is a chance Irish immigration might allow a transiting passenger to stay at one of the hotels on the airport property, the Radisson Blu Airport and the Carlton Airport hotels. Exiting the airport to stay at these hotels would be at the discretion of the Irish Immigration authorities and transiting passengers can go nowhere else other than the hotel. Travelers should contact the hotels directly about booking, as the Irish government has put in place strict limitations about hotel stays.
Food and other services in the transit areas at all airports will be limited. Passengers should be prepared to be self-sufficient during their transit. Please refer to the U.S. Embassy Dublin website for more information.
London:
Stansted Airport is located 70km northeast of Central London and does not offer flights to the United States. Currently, most public transportation and shuttles in the UK are not operating but there is limited train service or Uber/taxi service; passengers need to confirm that they can take the train to London Heathrow Airport. For a list of hotels and transfer information, please visit the U.S. Embassy in London’s COVID-19 website. If you need to contact the U.S. Embassy in London while transiting, visit their website or dial (0)20-7499-9000 for emergencies involving U.S. citizens.
We have been informed that U.S. citizens and permanent residents should be able to transit the United Kingdom if they are in possession of a valid flight ticket to depart within 24 hours. If you are not a U.S. citizen, we cannot determine your visa requirements to transit the United Kingdom. You should contact your country’s embassy in the United Kingdom for assistance and refer to this website.
If you decide to take these flights, we request that you notify us at Chisinau-CA@state.gov so that we can notify the U.S. Embassies in that country that you will transit.
The U.S. Embassy cannot guarantee that these flights will depart as scheduled. If you choose to pursue this option to depart, we encourage you to make refundable onward travel arrangements.
The U.S. Embassy in Chisinau continues to operate but has suspended visa services. The Consular Section remains open for American Citizen Services.
The Department of State has issued a Global Level 4 Health Advisory advising U.S. citizens to not travel abroad due to the global impact of COVID-19.
